Your eventual solution is to use a different part. But, for now, you might try powering up with lower supplies to see if you can turn it on without damage and then see if it is oscillating.

unless you made a wiring mistake, burning damage can be the result of unwanted oscillation due to instability. The best measure to achieve stability is the use of a ground plane as recommended in the THS3001's evaluation module:
