30MHz is fairly fast. The edges are much faster, do you care about edge widths?
What is the bandwidth needed? What are the input and output load impedances?
Are you sure +1V is the only or best solution? A more detailed problem explanation might lead to a different type of solution.

Our signal frequency is around kHz level.
Before, we try to use OPA to achieve the requirement, but OPA BU also suggest use comparator. Do you have any suggestion?
