INA231: I2C could not find this device at specific address

Hi experts,

My customer is using INA231 and found that if they set A1 at SDA and A0 at GND, I2C could not find this device but other address works.

We think that it maybe address conflict to other devices so we only connect one INA231 and didn't connect any other device at this I2C bus but it still doesn't work. (still could not find this device when A1 =SDA and A0 =GND)

May we have your help to know if there is any other reason that may cause this setting doesn't work?
