Marek Lis, I had a problem here. As you said, "Thus, for as long as the 0< Vcm <10.6mV (Ish<10.6A), the circuit will work properly." In my application, I got 24V and 3A but in simulation when I trying Vcm is not 0< Vcm <10.6mV and I think this is not possible. Could you please more clear for me?

The problem seems to be that you have not provided the ground connection at the bottom of 1mohm shunt resistor - see below.
