INA226: shutdown not working

Tool/software:

I have a system running off a battery.  In order to save power, we are disabling the bias supplies.

This means that the INA226 has the following voltages at these pins:

Vs - disabled bias supply (approx 0VDC)

Vbus - battery voltage + (approx 4VDC)

the INA226 works properly, however, when sending the shutdown command to the configuration register (bits-02 = 0) and verifying the command has been written

into the register, the INA226 continues to draw a few hundred ua of current.

is there a problem if voltage exists on Vbus but not on VS (the docs indicate that this is not a problem) ?

    It is fine to have VBUS on without VS on, however the I2C will only work if VS is powered on, so if you want the device to be in shutdown mode, this is only a mode when VS is being supplied. 

    If you are sending this with VS enabled, and are still seeing current, verify that you are looking at current into the supply pin, which is the one that should be lowered with shutdown mode. (You may still see some current draw into the VBUS pin based on the VBUS input impedance).
