The TLV2170 whithstands at output only short-circuit to ground. We need also short-circuit to plus. Could we put some Rout resistor to output similar as at capacitive loud? How big must be the resistor? Would you recomend me some another issue? Another OP?

It does say short to ground, but ground is not clearly defined. Looking at the data sheet typical charts, the current limit is same for sourcing and sinking. In this chart, ground is in the middle not at V- pin voltage
If shorts are common or prolonged, then a resistor is recommended. I suggest a minimum resistance value of 1/2 * Vs / 14mA.
During a short to V- or V+ voltage, the resistor will cut the op amp stress in half.

Would short rating as "continuous" without a table note also be acceptable?
