Hi Max,
the curve you have shown has a time scale of 1µs to 10000µs. But ESD lasts only a tens of nanoseconds. Or by other words, the built-in ESD protection diode (ESD cell) cannot withstand the same energy like a discrete diode. If you want to shunt bigger energies to the rails, you will need an external protection diode.
Also, the built-in ESD cell is not designed to shunt currents over and over again during normal operation. It's only designed to withstand seldomly place taking ESD events.

Hey Max,
We do not have this data. We characterize our ESD cells upon a few things. First is there ability to protect against standard ESD strikes (Section 6.2) and as Kai mentioned these last tens to hundreds of nanoseconds. Second is the DC current they will begin to conduct once the input voltage has exceeded the Absolute Maximum ratings (section 6.1). If this turn-on current is limited to below 5mA, then the ESD cell should not overheat and damage the device. Current should be limited with input resistors; however, since the INA213 does not have high input impedance, the overall circuit will suffer gain and offset error as discussed in section 7.4.1.
