LM2903B-Q1: Test Circuit for Propagation Delay Time

I believe "high-to-low", "low-to-high" in the "3.11 Switching Characteristics LM2903B-Q1" section (page 6), in Figure 3-31 and 3-32 of the "3.15 Typical Characteristics, LM2903B-Q1 Only" section (page 13), and in Figure 3-37 and 3-38 of the same section (page 14) of LM2903B-Q1 data sheet (SLCS141J), all refer to the transition at the input. But what's the test circuit for this "propagation delay time" parameter in the first place? I suspect it might be a non-inverting configuration from the pictures 3-37 and 3-38. I believe these figures show output responses, not input.

Please confirm.
