The accuracy of the primary ADC + PGA are specified in terms of their audio performance in SNR and THD+N in dB.
The specification you're specifically referencing is actually the gain accuracy of the PGA+ADC. There is a typical 0.5dB gain error in the PGA+ADC gain accuracy when changing the gain between the -12dB - 32dB options.

So can i understand it as PCM1863 ADC is not shown is bits, but in dB, the dB is ADC + PGA gain?

Audio ADC performance is typically defined by two performance specifications: SNR and THD+N. These specifications are listed in the datasheet image that I copied before.
The gain accuracy is specified as 0.5dB which means that when you select a particular gain setting, the actual gain will be at the desired level +/-0.5dB.
