PCM1808-Q1: About rush current and residual voltage at power-on sequence

I have 2 questions.

1. How many the rush current when the power is turned on? When the Master mode, Slave mode and sampling frequency is 48 kHz.

2. Does it operate normally when the power is turned on when there is residual voltage Vcc and Vdd?
