Tool/software:

If we are using the part as a 1:4 buffer and not using the muxing capability should I ground both sides of RX1 plus OSCin?

Also the part datasheet does not mention operation with spread spectrum. My intention is to use as a buffer - accepting PCIe clock in and buffering to multiple devices plus a switch. It mentioned PCIe Gen1-5 so I would assume yes but would be nice to confirm.

If OSCin is not used pin can be grounded via 1kOhm PD resistors.

I believe you're asking if we can support SSC clocking - the answers is yes.
If the ref clk has SSC so will the outputs but the LMK0334 cannot output SSC outputs if the ref clk does not have SSC.
