Tool/software:

Your spec. is 45MHz到22.6GHz....But I can't set RFOUT to 1 GHz from TICS PRO

How should I set on internal VCO? Or it's lowest at 5.65GHz ?

Can you provide your TICS Pro configuration? A screen shot is good enough.

I have tried two methods:
1. Modify OSCIN to small
2. Modify N Divider to small

Smallest Frequency is acceptable at 5650 MHz on VCO column.

After today's trying, I know where's the problem. I have to set divider to enhanced lower frequency, thanks.
