May we must connect to EVM when we use TI Clock pro?

Because we have no EVM on hand.

may you pls help use TI Clock pro set CDCE949 Y2 output 66MHz，then output TXTfile to us for reference？

You can use the Clockpro without connecting the EVM to generate your settings.

Hi Sir

i use ClockPro like belows,

then File -> Save TXT file ,i send thru IIC path, have got ACK signals back, but Y2 still only 3V voltage, not 66M pulses,
btw is it necessary to pull down VDD OUTs when i am sending IIC commands ?949-1.TXT

There is no need to pull down the VDDOUTs while sending I2C commands.
Your Clockpro config looks fine.
Are the other outputs switching?
