ADS1198ECGFE-PDK: Download failed..reset the hardware

I recently bought an ADS1198ECGFE-PDK board (ADS1x98ECG FE Rev C – PWB Rev C ; MMB0 Rev D) and I am having some issues with establishing communication to the board. I followed the user guide setup steps:

1. Verify the jumpers on the ADS1298ECG-FE are as shown in Figure 2 (note that these settings are the factory-configured settings for the board).
2. I verified the jumpers matched
3. Verify that the jumpers on the MMB0 motherboard are configured as shown below:

• MMB0 J13A -> Open
• MMB0 13B -> Open

I am getting Download failed..reset the hardware error. Can't detect USB.
