The RXD pin is a push-pull output and will remain actively driven to reflect the bus state in all modes for this device (normal and silent). The only time this pin will be high-impedance is when the device is unpowered (there will be a leakage path to GND). While a biasing resistor of reasonable strength will not impede this pin's function, one is not necessary for normal operation.
