SN65HVD230: vref is not vcc/2

I have been using the SN65HVD230 successfully for several years now, on some of the latest run of prototype boards (only 42 built) the xcvr is behaving very strangely. In the circuit, vref is tied to the contacts of two solid state relays which are then tied to 60Rs to the can lines. In this configuration, vref on the nonworking boards measures about 0.8V. If I lift the pins on the relays and remove the vref cap (so vref is connected to nothing at all) vref measures around 2.7V. On the functional boards vref is always 1.65V. VCC in all cases is 3.3V, very stable, with a 1uF cap right at pin 3. To my eye markings are identical on functional and nonfunctional parts (VP230 11M CTCV G4), I have opened a request with my contract manufacturer to look into how they sourced the parts. Any theories / anything else I can try?
