TLK10031 simulation mode

Unfortunately TI does not have verilog simulation mode available. The only simulation resources we have for this product are the TLK10232 HSPICE and IBIS simulation models. TLK10232 implements same SerDes design as TLK10031, it is simply a dual channel version of it.
