TUSB4020BI-Q1: Could you tell me the meaning of PWRCTL_POL in TUSB4020BI-Q1? I don't quite understand the function corresponding to the high and low status of this pin

The PWRCTL_POL pin polarity (high or low) is set depending on the EN pin polarity requirement of the downstream USB VBUS power switch. 

For example, the USB VBUS power switch TPS2561 has active high EN pin. So you set PWRCTL_POL to make the PWR_CTL pin to be active high as well.
