Does TI have P2P or similar function with HCTL-2022 ?

There is no P2P.

Nowadays, there are microprocessors that have a built-in quadrature decoder module (e.g., C2000), but it is also possible to implement this in software (e.g., MSP430, Hercules), or implement this with discrete logic (TIDA-00580).
