Can you please share your schematic and layout?
Please see this app note, https://www.ti.com/lit/an/slla593/slla593.pdf, did you have the test fixture connected to TUSB214-Q1 before enable the source to send the test packet?

Pin No 4 (SCL/CD) Pin is not high.
High doesn't come out, what could be the reason?
Pin Status
BD69 : 3.3V check
Pin11 : Vreg -> 1.8V out check
Pin5 : RSTN --> forced short and open(Reset)
==> Ping4(SCL/CD) Pin is not high.

1. Using the TUSB216 Test Board, the change in eye pattern operation was confirmed. --> OK
--> ECU to TUSB216 Test board : USB Eye-Pattern test
2. TUSB214 failed to check operation. --> I want a quick answer
--> ECU to TUSB214 : USB Eye-Pattern test ==> Signal No Change..
Removed Tusb216 from Tusb216 board and used TUSB214 (use TUSB214 VCC: 3.3V)
I hope this gets resolved quickly

Comments from the distributor's thread that I mentioned above.
If the customer followed the test fixture procedure, now we can approach the device internally. Since the eye diagram shows no change even boost level changed, it means the device is not working properly. As the customer said that they placed TUSB214-Q1 on TUSB216 EVM, I would ask if the customer checked the pin compatibility. Note that their operation is not 100% identical. Please refer to this thread (Link) regarding the compatibility. Let me know if you have any further questions.
