Apologies for the delay on getting back to you on this. Can you provide some background to this question?  Are you measuring a clock out value that doesn't make sense?  Or are you trying to target a specific output frequency for your design?

At the moment I can't measure anything in our design because the phy doesn't work at all (I will post a separate question about this). The ideal would be to have an 25 MHz recovered clock when the HS link is either 10Gbase-KR or 1Gbase-KX.

Thanks for clarifying.  Let's work on getting the phy working and from there I think it should be straightforward to determine the clock frequency.
