What is the difference between AEC ESD rating and IEC specification?

And how do we define the Ppp power value when under EFT and SURGE TEST?

    The AEC ESD are device level ESD ratings according to the human body model (HBM) and charged device model (CDM). These are useful for manufacturing environments, however the IEC ESD model simulates real world esd strikes in an end user scenario.

    These real world strikes have much larger current/voltage spikes and longer pulse widths requiring more energy to dissipate this pulse. The pulses are compared below:

    The IEC 61000-4-5 peak pulse power is determined by the peak surge current and the clamping voltage of the ESD device (P=IV).

    For ESD751 the rated peak surge current is 2.8 A and the clamping voltage is 36.5 V. 2.8 A * 36.5 V = 102.2 W
