1. Is there any guidance which could help the customer to migrate the code from DP83848 to DP83826? Whether the driver need to be modified?
2. RMII mode only uses TX (0:1), is the remaining pin (2:3) floating or groud?

Hello,
For switching between DP83848 to DP83826, as the latter has different register sets, it would be best to check out the datasheet and modify code accordingly.
For RMII, TX/RX_D2 and _D3 can be left floating.
Sincerely,
