If Hsync and Vsync are input to the SN65LVDS93A as Low Active, are the polarity of Hsync and Vsync in the LVDS Data Low Active?
If not, can it be set to Low Active?
Do the TTL input Hsync and Vsync inputs of the SN65LVDS93A have to be High Active signals?

It does not appear that the SN65LVDS93A is capable of changing the polarity of HSYNC and VSYNC. More specifically, this device is a pass-through parallel to serial LVDS, meaning that low input will correspond with low output and high input will correspond with high output.
Whether low active or high active is needed for HSYNC and VSYNC will be based on the particular needs of the specific display in the system.
