TS3USB3031: Back power on VCC

For TS3USB3031, when VCC is low, I am measuring some back current between diff pair IO pins, which seems to be expected and is within datasheet specs.

In my application, the IO pins are 1.8V logic and I am also measuring about 0.69V on the VCC rail. Is this expected, and is there a way to minimize this effect?
