There are multiple posts in the TI forums that say you can use the DS110DF111 to convert 10KR to SFP. They are all stunningly devoid of any information on how to do it. I have a DS110DF111EVM board with 10KR going in and SFP coming out and nothing is happening.

DS110DF111 should be able to act as a 10G-KR to SFP bridge without any special settings. The only requirement is to disable link training and auto-negotiation on the 10G-KR side.
Note that DS110DF111 is a protocol agnostic retimer which equalizes, slices, and drives the input signal to the output. It does not support 10G-KR feedback protocols and will simply pass data signals between the 2 sides after applying signal conditioning techniques. DS110DF111 can bridge between 10G-KR and SFP because these interfaces are electrically identical.
Allow me to help debug why your setup isn't working.

1. So far, we've only used the default register values.
2. We are not using SigCon Architect, but we plan on hooking up a Raspberry Pi to read/write registers. I will have to get back to you on the register values.
3. We see both LEDS turn on

Thank you for answering my questions and sharing a bit more information about your setup.
Since LT and AN are still enabled on the SBC, this is likely the reason you aren't seeing linkup. The SBC is expecting to complete AN and LT before starting data transmission, however the DS110DF111 does not participate in or pass through these protocols.
Let me know if you are still having issues after disabling AN and LT.
