The datasheet includes the power up sequence information.

The recommended power up sequence is as follows:
• VDD18
• VTERM
• VDD11
• Wait until all supplies have settled
• Activate PDB
• Apply HDMI input

More details will be added in the next datasheet update.

"The recommended power up sequence is as follows: VTERM, VDD18, VDD11, wait until all supplies have settled, activate PDB, then apply HDMI input."

VTERM and VDD18 are be opposite that you say it.
Which is the right sequence?

The correct recommended sequence should be what I mentioned above. If VTERM is applied before VDD18 there could be some additional current draw.
This is getting fixed in the next version of the datasheet and more details should be included when the next version comes out.
