DP83822I: Question on replacing a TLK105L

Several of our designs employ EtherCAT ports using the TI TLK105L PHY. One of the BOM reports ran a board flagged the TLK105L as end of life so our engineer contacted TI and was told that the DP83822 was a suitable replacement.

As far as I can tell the TLK105L is not end of life but not recommended for new designs. Either way this has us taking a look at the DP83822 and its data sheet does list it as “a feature rich and pin-to-pin upgradable option for the TLK105, TLK106, TLK105L and TLK106L”. Looking at the data sheet it does indeed look like a good fit. This leaves me with several questions:

1. Can the NC pins (Pin 13 and 15) be connected together?
2. Do the NC pins connect to the internal regulator and now the part just doesn’t need external capacitors?
3. If 2 is true then would it hurt to connect capacitors like we did on the TLK105L?
4. Is there any difference between pulling pin 24 up or down? The data sheet makes it seem like it does not matter but just want to confirm this.
