in the EVM user's guide schematics, there is pull-up and pull-down externally at I2C lines. could you tell me why these are needed?

The pullup resistor is connected to the serial clock terminal to indicate that an I2C EEPROM may be attached (along with a pullup resistor on SDA).
The pulldown resistor is added for testing purpose.

Hi,
The pull up and pull downs can be switched such that they are connected or unconnected. The pull up resistor are necessary for the I2C/SMBus interfaces to be implemented. Both the pull up and pull downs should not be switched on at the same time. Pull downs only do not have functional impact to TUSB8041-Q1.
