why we test OOB base on F=750MHz ?

I think SATA is 300, 600 MB/s ?

is there any data descirpt the frequncy is 750MHz ?

OOB data was based on 750Mhz.

OOB signaling in SAS/SATA environments is done at a base datarate of 1.5 Gbps. The 750 MHz data is the Nyquist frequency for the 1.5Gbps rate.
