I don't understand question (1). If the required clock frequency for you LVDS panel is 148.5 MHz, then the DSI CLK from your source will need to be 445.5 MHz. If the required clock is 150 MHz, then the DSI CLK will need to be 450 MHz.
(2) You did not ask a question here. However, this section of the tool is just informational, as it does not change any of the registers. It does not really matter what you put here
(3), (4) if you're specifying an LVDS CLK of 150 MHz then your REFCLK will also need to be 150 MHz
Also, it looks like some of window of your DSI-Tuner is getting cut off. Can you use this one instead:

Yes, that's fine. You should also make sure it meets the specs listed in the Switching Characteristics table.
