How to test TSB41AB1 and TSB41AB2?

Hi, I am a second hand studio gear shop owner and I don't have any knowledge on electronics.

I have some firewire audio interfaces not recognized by computer. e.g, a M-audio Project Mix I/O, Presonus Firepod, Digi 002 etc

I came to understand that PMIO uses TSB41AB1(64pin) and hoping if I replace that chip, it would come back to live. But before ordering the chips and bringing it to the technician to replace the chip, I want to make sure if is it the chip's fault.

So my question is, Is there a way to test the chip installed on board, with a simple multimeter?

If so, how?
