3) There are many diagnostic features built in, for example:

LOCK and PASS
Parity Error detection
BCC Error detection
CSI Error detection
Pattern Generation and BIST Mode
Precision Temp and Voltage sensing
Line fault detection

unfortunately we do not have a seperate document about latency, but you can find the numbers and details in the datasheets.

For example, in the 954 d/s, on page 40.
