No there is no need to measure the phase margin for Vo2, Vo3 and Vo4. These rails are stable as long as the extrenal components are within accepted range. Only phase margin of the boost rail Vo1 is necessary to measure.

Yes the phase margin can be measured using your setup. Both negative and positive charge pump V02 and V03 are PWM mode.
