As for the highlighted text, this is referencing the "Ioff" feature of the device, also called "Partial power-down protection." This feature puts the outputs of a device into the high-impedance state when the supply voltage is at 0V. Ioff specifies the leakage current into any I/O pin during this state and is specified in the electrical characteristics table here:
