IOH is a test condition for VOH. In other words, the recommended limit is 8 mA because that is the highest output current for which an output voltage is guaranteed.
(IOK is the current through the ESD protection diodes; it does not matter during normal operation. The IO absolute maximum rating tells you when the device might get damaged.)
