Yes, there is a clamp diode only on the negative side of the control inputs (DIR and OE\) for SN74LVCC3245A, and the maximum current that diode can support is 50mA.
The channel I/O pins have a clamp diode to ground and a parasitic diode to VCCx caused by the output structure, which is why the voltage is limited to VCCx + 0.5V on those I/O pins.
