Why is the switching time from high to low ( rise/fall time) increase with decrease in Voltage levels?

At 5V the switching time is less and at 1.8V the switching time is increased.

With a lower gate-to-source voltage, MOSFETs have a higher on-state drain-to-source resistance, so they take longer to (dis)charge the gates of the following MOSFETs.
