CD4541B: VDD limitations

I am using this part in Digital Timer Application as it is recommended in the datasheet on page 5. My VDD is +5V+/-5% and at low end alternative part from ON Semi (MC14541) stops working. Reconnecting AUTO RESET pin 5 to VDD enables this circuitry to work at as low as 3V at VDD. TI part seems to work well either way pin 5 on GND or VDD but the datasheet still recommends VDD>5V for reliable automatic power-on reset. Is really 3V<VDD<5V an issue for CD4541B for Digital Timer? ON Semi MC14541 loses oscillation if VDD<5V and pin 5 is connected to GND (AUTO RESET is enabled).
