SN74LV4T125: There is no data at the output

Part Number: SN74LV4T125

I have connected MISO (SDO_1 in the diagram) of slave device (SPI) to the 4A of SN74LV4T125, but at 4Y I get no data, also that the enable pin is grounded.

I am attaching the circuit diagram.

Please guide.

What do you mean with "no data"? High, or low, or floating?

Is it because of the pin no 13 (4OE) which is connected to Vcc 3.3V?
