CD4516B: Need to understand why the waveform

Hi,

We need to understand why the below toggling waveform is caused at U1- pin5.

whether it should be high always or toggling at that highlighted part?

The P1, P2, P3 & P4 of both ICs U1 & U2 are connected to the U2- pin2 (i.e., MSB)

/CI is an input pin, so it is not directly affected by the CD4516B.

Please show the relevant input signals of the CD4013B.
