why is it not redommended to use pullup and pulldown registors?

I recognize bus hold circuit as a circuit as shown in the figure 1.

Is it omitted in the logic diagram?(figure 2)

    The bus-hold circuit already works like a pull-up/-down resistor. An external pull-up/-down resistor would either pull in the same direction (so it would not be needed) or in the opposite direction (so it would form a voltage divider and make the input voltage invalid).

    The logic diagram is just an overview; the bus-hold circuits are still there.
