Are the input pins of the OR gate fail safe? i.e. if the supply is not provided, but the input is applied, will there be any damage to the IC.

Sorry the answer didn't give much clarity. Is it said that the datasheet doesnt guarantee the device being in working condition if supply is left floating and an input is applied?

The minimum recommended supply voltage is 1.65 V. When the supply is floating somewhere between 0 V and 1.65 V, correct operation is not guaranteed.

The absolute maximum ratings allow all supply voltages, i.e., the device will not be damaged.
