The SN74AC595-Q1 (not yet released) has specifications that go down to 1.5 V.
(In practice, you would often need higher voltages for I/O, so you would level-shift the control signals and run the shift register with a higher supply.)
Alternatively, build your own shift register with many flip-flops, e.g., SN74LVC16374A/SN74AUC16374/SN74LVC374A.
