TXS0102: OE Pin Settings

Hi E2E Team,

I have done a design using TXS0102DCTR ,TXS0108EPWR voltage level translator.Regarding power supply recommendation of logic IC.
Do we need to disable(Put into high impedance state)the output OE pin before VCCA and VCCB power up or down ?is it mandatory to follow ?
As of now in my design i had pulled up OE pin to VCCA using 10k,is this proper connection ?is there any issue if we are not disabling OE during power up /power down?

Similary for SN74LVC244APW logic IC OE should be tied to VCC through a pullup resistor to ensure the high impedance state during power up or power down ?
Is it mandatory can we direct connect to ground by default ?
