Huge variation of ICC in SN74ABT125

Referring to the ICC spec in electrical characteristics of SN74ABT125.

ICC is 250µA(max) when output is High and 30mA(max) when the output is Low. Why this 30mA is needed when output is sinking? What I think is when Output is low, the sinking transistor at output will be ON and sinks the load current, hence no need of additional current from power. Could you please explain the behavior?
