How should they deal with unused 2bit I/Os and OE pins ?
In the recommended setting, how could customer reduce power consumption ICCmax=20uA ?

The OE pins should not float so they should be tied high or low. The I/Os can float.

The Oe pin should be tied low for sure.
In most switches it does not matter if the I/O's are tied to anything but since this switch has some translation circutry in it, it is probably a good Idea to tie the I/O's low also.
So yes you are correct.
