Hi all.

I would like to know the absolute input voltage range of SN74HC04.

If the device isn't powered on (Vcc=0V),
is the device no problem when 5V input voltage is applied to the device?

    The SN74HC04 has a maximum input voltage of Vcc. If your Vcc = 0 V, the maximum input voltage is also 0 V. Damage can occur if voltages above the maximum are applied.
    If you are looking for a similar part that has over-voltage tolerant inputs, try SN74AHC04.
