SN74LVT16245B: "Hold" behavior...minimum pull-down?

I have a 74LVT16245B powered by 3.3V, direction is also tied to 3.3V, inputs are pulled down to ground via 10k resistor, and selectively connected to 3.3V through a transistor.  With the transistor off, I'm still getting around 2V at the input, implying that either the 74LVT16245B input or the off transistor is still sourcing 200 uA of current.  If I momentarily short the 10k pulldown, the input goes to 0 and stays there, even after the short is removed, implying some sort of 'hold' behavior from the 74LVT16245B input.  

How do I determine what the specs on the source current, or alternatively, what's the recommended pull-down resistance for the input?
