Does it work when VCC set to 5V, VDD set to 5V and input voltage set to 3.3V to realize 3.3V transfer to 5V?

If you have the device in the TTL mode, then this will work. Check the VIH/VIL specs in the electrical characteristics table.
Have you considered using a more modern 3.3V to 5V translator, like the SN74LVC8T245 or the SN74HCT244? The CD4k family is not very optimzed for 3.3V operation (it's the only logic family that can go to 18V though).
